National Consultant to Support the National Preparatory Consultations for the EVAC Second Global Ministerial Conference

Job Purpose
The purpose of this assignment is to provide short-term technical support to UNICEF and national partners in preparing North Macedonia’s participation in the Second Global Ministerial Conference on Ending Violence Against Children. The consultant will support the national preparatory process by reviewing progress against previous pledges, consolidating evidence, facilitating technical discussions during a national workshop, and developing practical outputs. These outputs will inform a feasible, measurable, and nationally owned enhanced pledge, aligned with the country’s policy and strategic priorities. The consultant will work under UNICEF’s guidance and in coordination with relevant national institutions, WHO, and other partners to ensure North Macedonia’s contribution to the conference is evidence-informed, nationally owned, and strategically aligned.
Responsibilities
The consultant will support the review of implementation status of pledges made at the previous Global Ministerial Conference, identifying key achievements, gaps, and lessons learned. They will compile relevant national evidence and data on violence against children to inform priority-setting. The consultant will develop feasible pledge options that are measurable, time-bound, and aligned with national child protection, health, education, justice, and social welfare priorities. They will prepare inputs for presentations, speeches, and workshop materials to support informed discussion and decision-making. Technical support will be provided during the national preparatory workshop, including facilitation, synthesis of discussion points, and documentation of agreed priorities. The consultant will develop follow-up products for the national package, including draft pledge language and a roadmap for implementation. They will also capture feedback from the national delegation and support post-conference follow-up actions. The expected results aim to strengthen national understanding of progress, gaps, and opportunities, enable structured dialogue, document agreed priorities, and provide a practical basis for implementation and representation at the conference.
Work Experience
Minimum 5 years of relevant experience in child protection, violence prevention, social welfare, justice for children, public policy, public health, or education.
