International Consultant - Technical Consultant for Joint Programme on Human Rights Phase III (JPHR 3), Child Protection

Job Purpose
The International Consultant will provide technical and operational support to the Somali National Independent Human Rights Commission and offer technical advice to federal and state institutions, civil society organizations, and other stakeholders. This role involves networking and partnership building to advance human rights in Somalia. The consultant will be responsible for technical monitoring, quality assurance, and generating evidence to demonstrate the results of the Joint Programme on Human Rights Phase III (JPHR 3). The consultancy aims to strengthen human rights frameworks and implementation within Somalia, contributing to the protection and realization of children's rights and the rights of all vulnerable populations.
Responsibilities
Provide technical and operational support to the Somali National Independent Human Rights Commission, enhancing its capacity and effectiveness in fulfilling its mandate. Offer expert technical advice and guidance to federal and state institutions, civil society organizations, and other relevant stakeholders on human rights matters. Actively engage in networking and partnership building with key actors to foster collaboration and strengthen the human rights ecosystem in Somalia. Conduct technical monitoring of JPHR III activities, ensuring adherence to standards and objectives. Implement quality assurance measures to maintain the integrity and impact of the programme. Collect, analyze, and report on evidence to demonstrate the achievement of JPHR III results, contributing to accountability and learning. Draft human rights reports and other relevant documentation. Integrate a human rights-based approach, the principle of 'leave no one behind,' and gender equality into all aspects of work, including planning and reporting. Design and deliver capacity-building and training programs for national authorities, institutions, and other stakeholders on human rights monitoring, documentation, and analysis.
Work Experience
A minimum of seven (7) years of progressively responsible experience in human rights, including at least two years supporting projects on accountability, access to justice, or human rights capacity building. Three years of proven experience in building and maintaining partnerships with civil society organizations in Somalia is required. Experience in drafting human rights reports, knowledge of international human rights mechanisms, and skills in integrating a human rights-based approach, LNOB, and gender are essential.
