Job Purpose
The Chief of Education (Economist) provides strategic leadership, technical guidance, and oversight for UNICEF’s education programme in South Africa, with a strong focus on education economics, public finance, equity analysis, and systems strengthening. The role ensures that evidence-based policy, financing reforms, and innovations drive improved learning outcomes for all children, especially the most marginalized. The Chief is responsible for leading, managing, and establishing plans of action to ensure the achievement of concrete and sustainable programme/project results, according to plans, allocation, results-based management approaches, and UNICEF’s Strategic Plans, standards of performance, and accountability framework.
Responsibilities
The Chief of Education is accountable for managerial leadership, programme development and planning, programme management, monitoring and quality control of results, advisory services and technical support, advocacy, networking and partnership building, and innovation, knowledge management and capacity building. This includes leading and managing the education programme, ensuring alignment with UNICEF’s Strategic Plans and national priorities. The role involves developing and implementing strategies to strengthen the education system, improve equity, and enhance learning outcomes. The Chief will also be responsible for resource mobilization, building partnerships with government, civil society, and other stakeholders, and advocating for children's right to education. Furthermore, the position requires providing technical expertise in education economics and public finance, conducting analysis, and disseminating findings to inform policy and practice.
Work Experience
10 years of progressively responsible experience in Education Policy, Education Economics, Sector Planning, or Public Finance. Proven experience leading large, complex programmes at national or international level. Demonstrated track record of influencing senior government officials and development partners. Experience in low- and middle-income country contexts is essential.
