Job Purpose
The Health Manager (Emergency - Ebola Response), P-4, will provide high-level technical and operational support to improve the quality, timeliness, convergence, and accountability of UNICEF-supported interventions within the Ebola Virus Disease (EVD) response in the Democratic Republic of Congo. This role is critical in addressing sustained community transmission, operational gaps in surveillance, alert investigation, contact follow-up, isolation, and community engagement. The position requires systematic integration of vaccination, information management, prevention of sexual exploitation and abuse (PSEA), child protection, and staff safety into operational planning and monitoring to ensure effective and equitable response efforts, particularly for children and at-risk communities in a complex and evolving environment.
Responsibilities
Provide high-level technical and operational support to the Ebola Virus Disease (EVD) response, focusing on improving the quality, timeliness, convergence, and accountability of UNICEF-supported interventions. Address operational gaps in community-based surveillance, alert investigation, contact follow-up, and isolation. Strengthen community engagement strategies to improve health-seeking behaviors and response effectiveness. Ensure the systematic integration of vaccination, information management, prevention of sexual exploitation and abuse (PSEA), child protection, and staff safety into operational planning and monitoring. Support the Chief of Health and Senior Project Coordinator in strategic leadership and direct supervision of response activities. Adapt strategies and operations to the complex and evolving context, considering health system limitations, logistical constraints, insecurity, and diverse community perceptions. Facilitate coordination among various stakeholders and ensure strategic guidance is translated into action at health-zone and health-area levels. Monitor and evaluate the effectiveness of response interventions, making recommendations for improvement. Contribute to the continuity of essential services for vulnerable populations, especially children, during the outbreak.
Work Experience
A minimum of five years of professional experience in public health, emergency response, or a related field, with at least two years in a developing country context. Experience in managing health programs during outbreaks, particularly Ebola Virus Disease, is highly desirable.
