Job Purpose

The People and Culture Officer will provide essential day-to-day Human Resources services for the Ebola response in the Democratic Republic of the Congo. This includes managing accelerated recruitment and non-staff engagement, overseeing deployments and personnel movements, facilitating onboarding processes, and maintaining accurate workforce data and reporting. The role also involves supporting the wellbeing and duty of care for personnel and acting as a first-line advisor to managers and staff on HR matters. This position requires a strong understanding of the national labor market, national staff rules, and the local operating context, serving as a crucial link between the response team, the Country Office, and the Global Shared Services Centre to ensure efficient and effective HR support.

Responsibilities

The People and Culture Officer is responsible for managing and executing accelerated recruitment processes for both staff and non-staff personnel, ensuring timely engagement to support the response operations. This includes managing the administration of deployments, personnel movements, and comprehensive onboarding for new team members, ensuring they are integrated effectively. The role involves providing direct advisory support to managers and personnel on HR-related queries, policies, and procedures, acting as a key point of contact. A significant part of the responsibility includes overseeing wellbeing initiatives, duty of care provisions, and facilitating learning opportunities for personnel. Furthermore, the officer will be accountable for maintaining accurate HR data, generating reports, and ensuring compliance with HR policies and regulations. This includes managing contractual modalities, entitlements, and benefits, and contributing to performance management processes. The position demands strong planning and organizational skills to manage a high volume of HR transactions efficiently, especially under tight deadlines and shifting priorities within a dynamic emergency context.

Work Experience

Minimum of two (2) years of professional experience in human resource management within an international organization, UN agency, NGO, or large corporation. Experience should encompass recruitment, contract administration, and general HR operations.
