Job Purpose
This role is crucial for managing the people and culture aspects of the L3 Ebola Virus Disease (EVD) response in the Democratic Republic of the Congo. The incumbent will lead and be accountable for the entire workforce strategy of the emergency response, ensuring rapid and compliant staffing. They will manage the dedicated People and Culture team, serve as a senior strategic HR business partner to the Emergency Management Team, and be responsible for safeguarding the well-being, duty of care, and employee experience of all personnel deployed to the response. This position requires strong leadership, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities in a complex and evolving health crisis.
Responsibilities
The People and Culture Manager will be responsible for emergency workforce planning and strategic human resources leadership, including surge management and emergency deployments. This includes driving accelerated recruitment and non-staff engagement processes. The role also encompasses managing onboarding, induction, and integration of personnel into the response. Key responsibilities include business partnering, performance management, and HR troubleshooting for the emergency team. Safeguarding staff wellbeing and ensuring duty of care are paramount. The manager will oversee learning and mandatory training to ensure deployment readiness. HR analytics, reporting, and decision support are essential for effective management. Coordination with the Regional Office, Headquarters, Surge mechanisms, and the Global Shared Services Centre (GSSC) is required. Compliance, risk management, and internal control within HR operations are critical. Finally, the role involves the management and supervision of the response People and Culture team to ensure efficient and effective HR support.
Work Experience
A minimum of eight (8) years of progressively responsible professional experience in human resource management is required. This must include at least three (3) years of experience within an international organization. Demonstrated experience in humanitarian or emergency operations, specifically including surge deployment and accelerated recruitment, is essential. Proven experience in supervising and developing a team is also a key requirement.
