Job Purpose
The Programme Manager will provide overall programme management and process leadership for UNICEF's engagement in the Humanitarian Leadership Group on Supply Chains (HLGSC). This role, under the guidance of the Partnership Manager, SPPC, and in collaboration with senior technical leads, will lead the planning, coordination, governance, and stakeholder engagement necessary to fulfill UNICEF's HLGSC commitments and advance the Preparedness and Localisation workstreams. The position is crucial for ensuring coherent implementation of UNICEF's commitments across all HLGSC workstreams, maintaining strategic oversight of programme priorities, risks, and interdependencies, and advising management on emerging issues. The Programme Manager will foster alignment and effective information sharing within UNICEF and represent UNICEF in relevant HLGSC meetings and technical forums, ensuring timely delivery of programme outputs and contributing to the continuous improvement of HLGSC processes.
Responsibilities
The Programme Manager will lead the overall coordination of UNICEF's engagement in the HLGSC, ensuring coherent implementation of commitments and maintaining strategic oversight of programme priorities, milestones, risks, and interdependencies. This includes advising management on emerging issues and opportunities, and coordinating UNICEF's engagement with DG ECHO, HLGSC governance structures, co-lead organisations, and other strategic partners. The role involves supporting UNICEF leadership through the preparation of strategic briefings and governance meetings. Programme management for the Preparedness and Localisation workstreams will include developing and overseeing implementation plans, workplans, budgets, and reporting, while monitoring progress and proactively identifying and resolving delivery risks. Multi-stakeholder coordination and partnership management are key, involving planning and overseeing Expert Groups and Technical Working Groups, facilitating collaboration across diverse partners, and leading workshops and consultations. The Programme Manager will build consensus among stakeholders, ensure follow-up on agreed actions, and represent UNICEF in relevant forums. Monitoring, reporting, and knowledge management include preparing high-quality reports and documentation, maintaining programme records, capturing lessons learned, and supporting communication activities. The role may also contribute to other strategic multi-stakeholder initiatives aimed at strengthening humanitarian and health supply systems.
Work Experience
A minimum of five years of relevant professional experience in programme management, supply chain management, or a related field, with experience in humanitarian contexts being an asset.
