Job Purpose

The Planning, Monitoring & Evaluation Specialist will ensure the UNICEF Country Office possesses valid and reliable information on the situation of children's and women's rights, and the performance of UNICEF-supported programmes. This includes assessing relevance, efficiency, effectiveness, sustainability, and in emergency contexts, coverage, coordination, and coherence. The role involves collaborating with the UN Country Team (UNCT) to support UNCT goals for delivering information on the attainment of MDGs and other goals, and the performance of UN-supported programmes. Additionally, the specialist will assist in establishing monitoring and evaluation tools to enhance partnerships for tracking progress on SDGs and other international commitments for children, while also developing national capacities in monitoring, evaluation, and research.

Responsibilities

Ensure the UNICEF Country Office has useful, valid, and reliable information on the situation of children's and women's rights. Monitor and evaluate the performance of UNICEF-supported programmes, assessing their relevance, efficiency, effectiveness, and sustainability. In emergency contexts, evaluate programme coverage, coordination, and coherence. Collaborate within the UN country team to support UNCT goals for delivering valid and reliable information on the attainment of MDGs and other goals, and on the performance of UN-supported programmes. Assist in the establishment of monitoring and evaluation tools that enhance partnership between the UNCT, government, and other key players to collectively track progress on SDGs and other international commitments for children. Support the development of national capacities for monitoring, evaluation, and research, with a focus on the interest, concern, and participation of government, community, and civil society stakeholders. Contribute to the overall strategic planning and reporting of the UNICEF Country Office.

Work Experience

At least 5 years of relevant work experience in Programme Development and Implementation, including monitoring and evaluation activities.
