Job Purpose

This consultancy aims to develop a costed action plan for Water, Sanitation, and Hygiene (WASH) in Bhutan's monastic schools and nunneries. Despite progress in infrastructure, significant gaps remain in service quality, reliability, safety, inclusivity, and sustainability, preventing full compliance with national standards. The plan will address the specific needs of these institutions, which serve over 13,000 monks and nuns, including those with disabilities. The consultant will analyze assessment findings, identify key challenges, and propose concrete, costed interventions to improve WASH services, ensuring the health, dignity, and educational participation of all learners within these vital cultural and educational centers. The ultimate goal is to achieve national WASH standards and ensure long-term sustainability.

Responsibilities

The consultant will be responsible for developing a comprehensive costed action plan for WASH in monastic schools and nunneries in Bhutan. This includes conducting a detailed situation analysis based on the recent nationwide assessment, identifying critical gaps in WASH infrastructure, service delivery, and compliance with national standards. The consultant will need to forecast population needs and model capital versus operational expenditure requirements for proposed interventions. A key responsibility will be to engage effectively with multiple stakeholders, including the Ministry of Education and Skills Development, Dratshang Lhentshog, UNICEF, and other relevant government and UN agencies, to ensure buy-in and coordination. The consultant will prepare costed sector plans, investment cases, or financing strategies, and develop policy briefs as needed. Additionally, the consultant must facilitate workshops and meetings, present findings and recommendations clearly, and produce high-quality reports. The action plan should prioritize inclusivity, safety, reliability, and sustainability of WASH services, with a specific focus on the needs of students with disabilities.

Work Experience

At least 7 years of relevant professional experience in conducting assessments, situation analyses, and developing costed action plans, frameworks, and policy briefs.
