Job Purpose

The consultant will develop a situational analysis and mapping of informal housing (cuarterías) in the Merced and Carmen districts of San José, Costa Rica. This study will characterize their location, general habitability conditions, and estimated socio-demographic characteristics of the resident population. The analysis will be based on secondary sources, institutional information, interviews with key stakeholders or residents, and external territorial observation, with a special focus on children and adolescents. The goal is to generate evidence to guide decision-making, inter-institutional coordination, and the formulation of protection actions. This consultancy is strictly diagnostic and analytical, not involving direct service provision, case management, or social intervention implementation.

Responsibilities

Develop a comprehensive situational analysis and mapping of informal housing (cuarterías) in the Merced and Carmen districts of San José, Costa Rica. Characterize the geographical location and general habitability conditions of these informal housing units. Estimate the socio-demographic characteristics of the resident population, with a particular focus on children and adolescents. Utilize secondary sources, institutional data, interviews with key informants, and external territorial observation to gather information. Analyze the collected data to identify key challenges and vulnerabilities related to housing, living conditions, and social protection for residents, especially children. Produce a detailed report outlining findings, including maps and data visualizations. Provide evidence-based recommendations for inter-institutional coordination and the formulation of targeted protection actions. Ensure the diagnostic and analytical nature of the consultancy, avoiding direct service provision or case management. Present findings and recommendations to relevant stakeholders and UNICEF.

Work Experience

Minimum of 7 years of experience in geographic and socio-territorial analysis, informal housing, urban poverty, and social protection.
