Job Purpose
The Procurement Services Officer will serve as a multi-country focal point and deployable technical capacity, providing practical support to Country Offices, government counterparts, and partners. This role involves identifying supply needs, assessing country readiness, developing Procurement Services engagement modalities, and ensuring the operational and transactional requirements for effective implementation are met. The position is crucial for supporting the fundamental mission of UNICEF to promote the rights of every child, everywhere, by ensuring equitable access to essential supplies and strengthening national supply chain systems. The officer will contribute to accelerating progress towards realizing children's human rights and supporting equitable development of nations.
Responsibilities
Provide operational support for Procurement Services engagement and implementation, including developing and managing procurement plans, executing transactions, and ensuring compliance with UNICEF policies and procedures. Support supply financing, national budgeting, and market-access interventions by providing technical expertise and facilitating dialogue between country offices, governments, and suppliers. Assist in strengthening national supply chain systems and assessing country readiness for procurement reforms and initiatives, including the implementation of the Supply Chain Strengthening (SCS) Menu of Service. Offer deployable multi-country technical support to selected Country Offices in the ECAMENA region, such as Egypt, Iraq, Jordan, and Lebanon, in areas of procurement, supply financing, and national supply chain strengthening. Support the Global Platform for Access to Childhood Cancer Medicines (GPACCM) through the procurement and delivery of essential medicines and related services. Undertake other assigned responsibilities as directed by the supervisor, contributing to the overall objectives of the Regional Services Division.
Work Experience
A minimum of two (2) years of relevant experience at national and international levels in supply, logistics, procurement, contracting, administration, or other directly related technical fields is required. Experience in supporting Procurement Services or comparable international procurement modalities for essential supplies is also required.
