The Liberia Country Programme focuses on integrated, decentralized approaches to support vulnerable groups, especially adolescent girls, amidst risks from epidemics, economic inequality, and environmental shocks. UNICEF collaborates with partners to enhance Public Financing for Children and advance child rights.
Job Purpose
As a strategic business partner and member of the senior management team, the Deputy Representative Operations will lead operations functions to achieve results, drive change, and provide risk-informed, solution-focused analysis, advice, and services. The role contributes to programme and management decisions for delivering results for children in all operational contexts. This involves leading by example, supporting the Representative, and acting as Officer-in-Charge in their absence. The incumbent will oversee the Operations function, ensuring effective and efficient management of Administration, Budget, Finance, Digital Impact, and Supply Chain. They will also convene and contribute to Risk Management, ensuring compliance, including on safety and security, and driving a risk culture with a focus on financial performance, fraud exposure, procurement, and asset management.
Responsibilities
The Deputy Representative Operations will drive a risk culture, ensuring effective fiduciary risk management, particularly concerning country-office financial performance, fraud exposure, procurement, asset management, and the effectiveness of management actions to address identified weaknesses. They will ensure processes are in place to identify, promote, and empower staff potential through career development, stretch assignments, and succession planning. As a member of the Country and Senior Management Teams, the incumbent will represent the organizational risk, governance systems, and policies perspective in management discussions, promoting results-based management. Understanding business needs for the Country Programme, they will anticipate challenges, propose viable solutions, and provide creative, innovative ideas for a solution-focused approach, including value-for-money strategies underpinned by quality assurance measures. Key contributions will be made to CPD, CPMP, and AMP, supporting Results-Based Management and implementation using Value for Money criteria. The role will drive innovations by leveraging technology to support the delivery of results for children, promoting effective adoption of tools and the fundamentals of Digital Impact Management. Finally, the incumbent will lead external and internal audit reviews, respond to audit observations, and monitor implementation.
Work Experience
A minimum of eight years of professional experience in operations management, financial management, administration, or a related field, with at least four years at the international level. Experience in a developing country context is desirable.
