Job Purpose
To strengthen national capacities of over 100 decision-makers in public and financial budget management for vulnerable children through training processes with replicable methodologies, production of evidence-based public policy inputs, and advisory on innovative financing mechanisms for child investment. This consultancy aims to enhance the effectiveness of public spending and investment in children by providing technical assistance and strategic guidance to national stakeholders. The consultant will play a key role in designing and implementing training modules, developing policy notes, and advising on innovative financing instruments, ultimately contributing to improved outcomes for children.
Responsibilities
Design and implement 6 National Training Modules with a Replicable Methodological Package. Develop 2 Technical Policy Notes and Investment Gap Analyses. Provide Strategic Advisory on "Obras por Impuestos" (Works for Taxes) as a Financing Mechanism for Child Investment. Support the National Planning Department (DNP) and the Colombian Institute for Family Welfare (ICBF) in adapting the budget tracer for children and adolescents to the unified tracer model set by the Ministry of Finance and DNP. This includes the design and delivery of training sessions, creation of policy briefs and analytical reports, and offering expert advice on fiscal instruments. The consultant will also facilitate knowledge sharing and institutionalization of best practices in public finance management for child-focused investments across different territories.
Work Experience
Minimum of 8 years of professional experience. Minimum of 5 years of specific experience in at least three of the following areas: public finance, budget analysis, public investment planning, project formulation or structuring, territorial financing from multiple sources (e.g., works for taxes, royalties, SGP).
