Job Purpose

The consultant will critically, participatively, and evidence-based systematize the implementation experience of the territorial management model for strengthening Integral Child Development and reducing chronic child malnutrition in Riobamba and Alausí, Ecuador, from 2023 onwards. The goal is to identify perceived results, good practices, facilitating factors, barriers, lessons learned, and recommendations to guide its sustainability, adaptation, and potential replication in other territories. This systematization will cover the period from September 2023 to July 2026, involving the Ministry of Public Health (MSP), UNICEF, implementing partners, and community actors, focusing on intersectoral coordination, community surveillance, service quality, social and behavioral change, and parenting.

Responsibilities

The consultant will conduct a review of similar systematizations in Ecuador and the region to inform the strategy design. They will develop the methodology and instruments for information collection, including document review and identification of facilitating factors and barriers. A key output will be the development of a sustainability strategy. The consultant will map relevant actors and select key stakeholders for interviews. The final deliverable will be a comprehensive document structured with an introduction, context and background, reconstruction of the intervention by thematic component, analysis of the intervention, good practices and systematization of highlighted experiences, sustainability strategy, and conclusions/recommendations. The final document is expected within 90 days of contract signing.

Work Experience

Minimum of 5 years of professional experience in program evaluation, research, or systematization of experiences, preferably in the context of child development, public health, or social protection programs. Experience working with UNICEF or other UN agencies is an asset.
