Job Purpose
The purpose of this consultancy is to strengthen the normative and institutional framework of the Health Surveillance Unit (UVS) of the Ministry of Health (SESAL) in Honduras. This will be achieved by updating the National Health Surveillance Standard (2014) and developing the Manual of Positions and Functions for the UVS. These efforts will align with the International Health Regulations (IHR 2005), adopt a One Health approach, and meet the operational requirements of the Pandemic Fund Project. The goal is to enhance Honduras's capacity for epidemiological surveillance, timely detection of public health events, and coordinated response to outbreaks and health emergencies, ensuring alignment with current international standards and best practices.
Responsibilities
The consultant will be responsible for updating the National Health Surveillance Standard, ensuring its alignment with the International Health Regulations (IHR 2005), the One Health approach, and the Public Health Emergency Preparedness (PHEP) framework. This includes identifying gaps in the current standard and proposing necessary revisions. Additionally, the consultant will develop a Manual of Positions and Functions for the Health Surveillance Unit (UVS), clearly defining the organizational structure, competencies, roles, and responsibilities of each position. This manual should establish clear lines of authority, coordination, and accountability. The consultant will also facilitate technical processes with multiple stakeholders, ensuring the quality, operational relevance, and institutional viability of the deliverables. This involves conducting a comprehensive technical review that goes beyond simple document updates, incorporating specialized knowledge in public health, global health, epidemiological surveillance systems, regulatory harmonization, and organizational design.
Work Experience
A minimum of 10 years of professional experience in public health or epidemiology is required. This includes at least 5 years of proven experience in formulating, updating, harmonizing, or evaluating health sector policies, standards, technical guidelines, protocols, and regulatory frameworks, preferably in epidemiological surveillance and preparedness/response to epidemics, pandemics, and health emergencies.
