Job Purpose
The purpose of this consultancy is to provide technical assistance for strengthening national and territorial capacities in planning, budgeting, and financing processes to close the gaps for the poorest and most vulnerable children, aligning with UNICEF Colombia's cooperation program and the 2025 Action Plan for Social Inclusion Outputs 5.1 and 5.2. This role is crucial for contracting expert professionals in budgetary and financial management of national and territorial entities, supporting UNICEF Colombia's team in designing, implementing, and documenting national and territorial technical assistance processes. The consultancy will focus on budgets, financing, and structuring investment projects for children and adolescents, ensuring concrete technical products, implementation routes, and fundable projects.
Responsibilities
Support the UNICEF Colombia team in the design, implementation, and documentation of national and territorial technical assistance processes related to budgets, financing, and structuring investment projects for children and adolescents. Articulate support with the findings and commitments of the territorial tables of the Alliance for the Defense of Resources for Children and other relevant entities. Ensure concrete technical products, implementation routes, and fundable projects are developed, in articulation with public, private, or mixed funding sources. Articulate technical assistance processes that are replicable and directed towards responsible agents of the National and Territorial System of Colombian Family Welfare (SNBF), participating organizations of the Alliance, and internal UNICEF teams. Support the development of capacities in key components of budgetary and financial management at the territorial level, including: traceability and analysis of public spending on children; safeguarding essential spending for the guarantee of rights; prioritization of gaps and structuring of projects; connection with public, private, and mixed financing sources; inter-institutional coordination and territorial governance; and follow-up, monitoring, accountability, and co-creation.
Work Experience
At least 5 years of experience in public budgeting and financial management at national and territorial levels. Experience in project structuring and financing is required. Experience with UNICEF or other UN agencies is an asset.
