Adolescent Digital Skilling Programme Review Consultant
Organizational Context
UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential, from early childhood through adolescence. UNICEF Myanmar is implementing an Adolescent Digital Skilling Programme through existing learning spaces, using tablets, internet connectivity, the Learning Passport and facilitator-supported learning.
Job Purpose
The purpose of this assignment is to review and document evidence and lessons from UNICEF Myanmar’s Adolescent Digital Skilling Programme. This includes analyzing the programme's implementation, its effectiveness in providing digital literacy, financial literacy, and career development courses, and its impact on adolescents and young people facing educational crises. The consultant will gather learner feedback and assess the practical learning generated on infrastructure, device management, classroom operation, and technology arrangements for digital education delivery. Additionally, the review will consider proof-of-concept initiatives involving offline digital learning. The ultimate goal is to translate these findings and lessons learned into practical, actionable recommendations for UNICEF Myanmar’s future adolescent skilling and digital education programming, ensuring sustainable and impactful interventions.
Responsibilities
The consultant will be responsible for reviewing and documenting evidence and lessons learned from UNICEF Myanmar’s Adolescent Digital Skilling Programme. This involves analyzing the programme's implementation, including its use of tablets, internet connectivity, the Learning Passport, and facilitator support. The consultant will assess the effectiveness of courses offered in digital literacy, financial literacy, and career development, and gather learner feedback to identify further needs. A key responsibility is to evaluate the practical learning derived from the programme regarding infrastructure, device management, classroom operations, and technology arrangements for digital education in various contexts. The consultant will also examine small-scale proof-of-concept initiatives, such as offline digital learning using Raspberry Pi and AI tools for teacher support. Finally, the consultant will synthesize all findings and translate them into clear, practical recommendations for UNICEF Myanmar’s future adolescent skilling and digital education programming, preparing high-quality analytical reports and presentations for stakeholders.
Work Experience
A minimum of five years of professional experience in international development, education, digital development, monitoring and evaluation, programme research, or programme management. Demonstrated experience in reviewing and synthesizing programme information, conducting research and evaluations, and preparing analytical reports is required.
