Job Purpose
The Biomedical Engineer Consultant will provide expert technical support to UNICEF in the planning, procurement, installation, commissioning, and lifecycle management of medical equipment and related supplies for health facilities. This role is crucial for ensuring that procured equipment is fit for purpose, safely installed, and sustainably maintained, thereby contributing to the right to health for every child. The consultant will undertake assessments, develop technical specifications, support procurement processes, oversee installation, verify compliance, and assist in capacity building for healthcare personnel. The assignment is on an as-needed basis, tailored to specific project requirements, and aims to enhance the effectiveness and sustainability of UNICEF's health interventions.
Responsibilities
Provide expert technical support in the planning, procurement, installation, commissioning, and lifecycle management of medical equipment for UNICEF-supported health facilities. Undertake detailed equipment and infrastructure assessments to determine needs and suitability. Support the identification and selection of appropriate medical technologies, ensuring they meet the specific requirements of primary healthcare centres (PHCCs) and hospitals, including specialized areas like Neonatal Intensive Care Units (NICUs). Develop precise technical specifications and tender documentation for medical equipment procurement. Provide technical advice and evaluation during procurement processes, including bid analysis and contract implementation oversight. Assess facility readiness for equipment installation, recommending necessary infrastructure modifications. Oversee the installation and commissioning of medical equipment, ensuring compliance with relevant standards and regulations. Support the development and implementation of maintenance plans for medical equipment to ensure long-term sustainability. Assist in capacity-building initiatives for healthcare personnel on the operation, maintenance, and safe use of medical equipment. Contribute to the development of best practices and guidelines for medical equipment management within UNICEF's health programs.
Work Experience
A minimum of 10 years of professional experience in biomedical engineering, including medical equipment planning, specification development, procurement support, installation, commissioning, maintenance, and lifecycle management in healthcare settings. Demonstrated experience supporting procurement processes, technical evaluations, and infrastructure assessments for health facilities is required. Experience working with UNICEF, UN agencies, or international organizations is a strong asset.
