Job Purpose

The purpose of this assignment is to provide ERO with technical backstopping throughout the assessment cycle. This includes reviewing and refining the assessment framework and tools, designing sampling strategies, developing assessment protocols and manuals, training assessors and supervisors, conducting pilot testing if required, ensuring data collection and quality assurance, managing and analyzing data, writing comprehensive reports, disseminating findings, and strengthening the capacity of ERO staff. The consultant will play a crucial role in ensuring the successful execution and impactful outcomes of educational assessments.

Responsibilities

Provide technical backstopping for the assessment cycle, including review and refinement of the assessment framework and tools. Design sampling strategies and develop assessment protocols and manuals. Train assessors and supervisors on assessment procedures and data collection methods. Conduct pilot testing of assessment tools and protocols as needed. Oversee data collection processes and implement quality assurance measures. Manage and analyze collected data using appropriate statistical software. Write comprehensive reports detailing assessment methodologies, findings, and recommendations. Disseminate assessment results to relevant stakeholders, including government officials and educational institutions. Strengthen the capacity of ERO staff in assessment design, implementation, and data analysis. Collaborate with internal and external partners to ensure effective project execution and knowledge sharing. Ensure all activities align with UNICEF's mission and objectives for child education.

Work Experience

At least 10 years of professional experience in sampling, assessment, and quantitative analysis, preferably in education or social science. Demonstrated experience in designing and implementing large-scale education assessments or surveys. Proven expertise in report writing.

Advanced technical skills in R or compatible software, Strong analytical and data management capabilities, Strong skills in data presentation, Ability to collaborate across teams and organizations, Ability to work independently with minimal supervision, Ability to deliver within timelines, Experience in designing and implementing large-scale education assessments, Expertise in report writing, Familiarity with early childhood/primary education or classroom-based interventions, Familiarity with Nepal's education system, Previous work with government or educational institutions
