Job Purpose

The Procurement Expert will provide essential procurement support for the "Restoration of Water Supply and Sanitation in Ukraine" Project. This role is crucial for ensuring the project's successful implementation in compliance with the Financial Agreement, Ukrainian legislation, Cabinet of Ministers regulations, Ministry orders, European Investment Bank (EIB) rules, European Commission grant co-financing requirements, and the Project Operational Manual. The expert will be responsible for managing procurement processes, developing tender documentation, and ensuring adherence to all relevant procedures and standards. This consultancy is for a duration of 3 months and will be conducted remotely, based in Kyiv, Ukraine, and is open to national consultants only.

Responsibilities

The Procurement Expert will be responsible for providing comprehensive procurement support for the "Restoration of Water Supply and Sanitation in Ukraine" Project. This includes ensuring all procurement activities align with the Financial Agreement, Ukrainian legislation, EIB rules, and the Project Operational Manual. The expert will develop tender documentation in accordance with IFI rules and manage procurement planning and contract execution. A key responsibility will be to ensure compliance with EIB procurement rules and procedures. The role also involves managing procurement processes for works contracts, potentially in the water/municipal sector, and applying knowledge of FIDIC contract conditions. Additionally, the expert may be involved in providing training and capacity building on procurement to relevant stakeholders. The expert will also ensure sufficient command of English for working with EIB documentation and maintain fluency in Ukrainian.

Work Experience

At least 3 years of experience in public procurement management and procurement under IFI rules. Experience with EIB is an advantage. Experience in developing tender documentation under IFI rules is also required.
