National Consultant to Support Multiple Indicator Cluster Survey (MICS Consultant)

Job Purpose
Under the overall supervision of the M&E Specialist, the MICS consultant will provide crucial support and guidance to UNICEF Belarus and Belstat for the successful preparation, implementation, and completion of the Multiple Indicator Cluster Survey (MICS) in the country. This consultancy is vital for ensuring the collection of high-quality data that will inform child-related policies and programs. The consultant will be instrumental in navigating the complexities of large-scale household surveys, from initial planning and instrument design to data collection, analysis, and reporting. The role requires a deep understanding of survey methodologies and statistical principles to ensure the integrity and reliability of the survey findings. The ultimate goal is to contribute to evidence-based decision-making for the well-being of children in Belarus.
Responsibilities
The MICS consultant will be responsible for providing expert technical assistance to UNICEF Belarus and Belstat throughout the entire MICS survey lifecycle. This includes guiding the adaptation of survey instruments, developing data collection plans, and overseeing the training of enumerators and supervisors. The consultant will play a key role in monitoring data collection activities to ensure adherence to quality standards and protocols, troubleshooting any issues that arise during fieldwork. A significant part of the role involves conducting comprehensive data analysis using statistical software, interpreting results, and identifying key trends and disparities. The consultant will also be responsible for drafting the final MICS survey report, synthesizing findings, and making recommendations for policy and programming. This includes ensuring that all data management and analysis processes are robust and meet international standards. The consultant will also facilitate knowledge sharing and capacity building among national counterparts, fostering a deeper understanding of survey methodologies and data utilization for evidence-based advocacy and programming for children.
Work Experience
At least 8 years of professional experience in monitoring, evaluation, statistics, data analysis, research, information management, official statistics, or other areas relevant to the assignment. Experience in leading or coordinating large-scale household surveys is also required.
