Job Purpose

This consultancy aims to engage an International Consultant to bolster the Ministry of Education, Science and Innovation in Montenegro by strengthening the regulatory framework for preventing school dropout, early school leaving, and educational exclusion. The consultant will review existing legislation, identify policy and implementation gaps, and develop practical, evidence-based measures. These measures will be aligned with national priorities and international standards to enhance equitable access to quality, inclusive education. The assignment requires an in-depth analysis of current support mechanisms, data systems, and inter-sectoral coordination, culminating in actionable recommendations and a proposed roadmap for regulatory improvements.

Responsibilities

The consultant will conduct a comprehensive review of existing legislation and policies related to school dropout, early school leaving, and educational exclusion in Montenegro. This includes analyzing current measures, support mechanisms, early identification and referral systems, case management, data and monitoring systems, and coordination between education, social protection, health, and other relevant sectors. The consultant will identify policy and implementation gaps and develop practical, evidence-based recommendations for key stakeholders, including the Ministry of Education, Science and Innovation, Bureau for Education, and Centre for Vocational Education. Furthermore, the consultant will propose specific regulatory measures and an implementation roadmap to address the identified gaps and improve equitable access to quality, inclusive education. The role requires strong analytical skills, cross-sectoral knowledge, and the ability to collaborate effectively with various national institutions and stakeholders.

Work Experience

At least eight years of experience in education policy, education systems strengthening, and pedagogy. Experience in equity in education policies is considered an asset.
