Organizational Context
UNICEF Bolivia, in coordination with the Ministry of the Presidency, supports the Vice-Ministry of Equal Opportunities to strengthen actions guaranteeing the right of children and adolescents to live in family. This involves enhancing mechanisms for family separation prevention, reintegration, and post-care follow-up, addressing diverse vulnerabilities.
Job Purpose
The consultancy aims to provide specialized technical assistance to the Vice-Ministry of Equal Opportunities for the development of three national instruments. These instruments will guide practical actions for institutions and teams responsible for ensuring and restoring the right of children and adolescents to live in family. The protocols will focus on family visits for children in alternative care, family reintegration processes, and post-institutional care follow-up. The goal is to strengthen practical and coordinated mechanisms that improve the quality and traceability of institutional decisions, ensuring safe and sustainable reintegration and preventing prolonged institutionalization, with a strong emphasis on the best interests and comprehensive development of each child.
Responsibilities
The consultant will provide specialized technical assistance to the Vice-Ministry of Equal Opportunities, Directorate General of Children and Older Adults, to strengthen national actions guaranteeing and restoring the right of children and adolescents to live in family. Key responsibilities include: 1. Developing a national protocol for family visits for children in care centers or alternative care modalities. This protocol will establish criteria, procedures, responsibilities, and conditions to foster family ties, prioritizing the best interests and well-being of children, incorporating a gender perspective. 2. Developing a national protocol for family reintegration processes. This protocol will guide the procedures for reuniting children with their families, ensuring safety and sustainability. 3. Developing a national protocol for post-exit follow-up for children leaving institutional care. This protocol will outline mechanisms for monitoring and supporting children after their reintegration into family environments. All protocols will incorporate rights-based, gender, non-discrimination, best interest, and participation approaches, considering progressive autonomy and specific reintegration conditions.
Work Experience
Minimum of 5 years of professional experience in child protection, alternative care, family reintegration, or related fields. Proven experience in developing national protocols, guidelines, or policies in social protection or child rights is essential.
