Job Purpose

The consultant will provide specialized technical assistance to strengthen inter-institutional coordination and national actions aimed at preventing and protecting children and adolescents from child labor. This role is crucial for addressing gaps, inequalities, barriers, and differentiated needs related to gender, age, territory, socioeconomic status, cultural background, and other vulnerabilities. The objective is to enhance the availability and use of evidence for formulating differentiated, rights-based responses to child labor, ensuring that national programs and coordination mechanisms are updated, effective, and inclusive, with a particular focus on the most vulnerable children and adolescents.

Responsibilities

The consultant will be responsible for strengthening coordination and generating evidence on child and adolescent labor by coordinating with the National Institute of Statistics (INE), the Ministry of Labor, Employment and Social Security, and other relevant institutions for the generation, updating, analysis, and utilization of evidence. This coordination will aim to establish an agreed inter-institutional roadmap, a validated work plan, documented inter-institutional agreements, and defined institutional roles and responsibilities. Additionally, the consultant will update and promote the Prevention and Protection Program for children and adolescents in labor activity, ensuring it aligns with national law (Law 548) and international child rights standards, incorporating measures for equality, gender, and non-discrimination. The consultant will also support the reactivation and strengthening of the Sectoral and Intersectoral Coordination Sub-Council for Children and Adolescents in Labor Activity, which involves reviewing background information, preparing technical documents, coordinating with participating institutions, organizing meetings, following up on agreements, and documenting progress. This includes providing technical assistance for information generation and utilization, analyzing evidence from national surveys (e.g., ENNA 2019) to identify gaps and inequalities, and developing technical proposals for program updates that address differentiated needs and reduce inequalities, with a focus on gender-specific risks and rights violations.

Work Experience

Minimum of 5 years of relevant professional experience in child protection, child labor prevention, social policy development, or inter-institutional coordination. Experience working with government institutions and international organizations is an asset.
