Job Purpose

The Child Protection Specialist (Human Rights Programme) is responsible for supporting the implementation of the Joint Programme on Human Rights Programme, Phase III (JPHR III) in Somalia. This role provides dedicated human rights expertise, legal and policy advice, technical quality assurance, capacity development, and substantive monitoring and reporting support. The position aims to strengthen the technical quality, coherence, and sustainability of JPHR III implementation, working in partnership with government ministries, civil society, and the National Independent Human Rights Commission. The specialist will support the integration of global best practices, digital innovation, and inclusive approaches while strengthening national systems for sustainability, contributing to upholding international standards and mobilizing resources.

Responsibilities

Provide dedicated human rights expertise and legal/policy advice for the JPHR III programme. Ensure technical quality assurance and coherence in programme implementation across South West and Jubaland States, and the Banadir Region. Support capacity development initiatives for government partners, civil society, and the National Independent Human Rights Commission. Conduct substantive monitoring and reporting on programme activities and outcomes, ensuring alignment with international human rights standards. Facilitate cross-learning and knowledge sharing among stakeholders. Contribute to resource mobilization and partnership strengthening efforts for the JPHR III. Support the integration of global best practices, digital innovation, and inclusive approaches into programme design and delivery. Strengthen national systems for child protection and human rights, ensuring sustainability of interventions. Collaborate with other UN entities and stakeholders to ensure a coordinated and effective programme response. Assist in the development and implementation of work plans, budgets, and performance monitoring frameworks for the JPHR III.

Work Experience

A minimum of five years of professional experience in child protection, human rights, or a related field, with experience in programme management and implementation. Experience working in a developing country context is an asset. Experience with UN or similar international organizations is desirable.
