Job Purpose
The Security Manager reports to the Representative and has a direct technical reporting line with the Regional Security Adviser (RSA) under a matrix management structure. This role is responsible for advising the Representative and Country Office management on their security duties and responsibilities, ensuring compliance with the UN and UNICEF Security Framework of Accountability. The position contributes to the UNICEF mandate and security strategy through the effective implementation of a robust security risk management process. The Security Manager oversees and manages all security activities on behalf of the Representative to support the country's operations. This includes implementing and managing security activities at the duty station in close coordination with all members of the UN Security Management System (UNSMS), UN Department of Safety and Security, UN Agencies, Funds, Programmes and Organizations (AFPO), and INGO partners, adhering to the Saving Lives Together policy. As a member of the UN Security Cell, the incumbent contributes to the development of assessments, procedures, and guidelines, including Security Risk Management (SRMs), Country Security Risk Management Measures (SRM-M), and relevant Security Plan(s).
Responsibilities
The Security Manager is accountable for Security Risk Management and Planning, ensuring that comprehensive risk assessments are conducted and appropriate mitigation measures are implemented. This includes developing and updating security plans, contingency plans, and emergency response procedures. The role involves providing Security Services, which includes overseeing the physical security of UNICEF facilities and staff, managing security guards, and ensuring the implementation of security protocols. Programmatic Security Information and Analysis is a key function, requiring the collection, analysis, and dissemination of security-related information to inform decision-making and ensure the safety of UNICEF operations and personnel. Security Networking and Partnerships involve establishing and maintaining strong working relationships with the UN Security Management System (UNSMS), national security agencies, INGOs, and other relevant stakeholders to enhance collective security efforts. Security Compliance Monitoring ensures adherence to all UN and UNICEF security policies, procedures, and guidelines across the country office. Finally, the role encompasses Innovation, Knowledge Management, and Capacity Building, by promoting best practices in security management, sharing lessons learned, and providing security training and awareness to UNICEF staff and partners.
Work Experience
A minimum of eight years of professional experience in security risk management and/or security analysis is required. Demonstrated international security management experience in emergency and/or conflict contexts and understanding of the United Nations Security Management System are required.
