Job Purpose

The main objective of this consultancy is to support the National Department of Health (NDoH) to review the current National Hygiene Strategy and develop a comprehensive, inclusive, and costed National Hygiene Roadmap for South Africa. This roadmap will strengthen hygiene service delivery across diverse settings, including hardware and software components, to enhance systems for coordination and monitoring, and provide financial, and policy guidance, aligned with national and global targets. The consultant will play a crucial role in ensuring the roadmap is practical, evidence-based, and actionable, contributing significantly to improving hygiene practices and outcomes for children and communities in South Africa.

Responsibilities

Review the current National Hygiene Strategy, identifying strengths, weaknesses, and gaps. Develop a comprehensive, inclusive, and costed National Hygiene Roadmap for South Africa, detailing hardware and software components for service delivery. Enhance systems for coordination and monitoring of hygiene initiatives. Provide financial and policy guidance aligned with national and global targets. Conduct stakeholder consultations with government ministries, NGOs, and multilateral partners. Prepare technical reports, policy documents, and knowledge products. Analyze data and interpret complex information to inform the roadmap development. Develop monitoring frameworks and implementation plans. Ensure the roadmap is evidence-based and actionable. Collaborate effectively with the UNICEF team and external stakeholders. Manage deliverables and meet agreed timelines. Conduct costing exercises and financial analysis for WASH or public health programmes. Engage with government structures and related programmes. Contribute to improving hygiene practices and outcomes for children and communities.

Work Experience

At least 5 years of professional experience in WASH or public health strategy development, with demonstrated knowledge and experience in hygiene programming. Experience in WASH cost modelling or financial analysis is essential. Proven experience in stakeholder consultation and working with government ministries, NGOs, and multilateral partners.
