Job Purpose

The consultant will provide technical support for the development of the UNICEF Country Programme Document (CPD) for Togo for the period 2028-2032. This role involves strategic analysis, document review, stakeholder consultation, and supporting the formulation of the CPD's strategic framework, results, and resource components. The consultant will ensure the quality and coherence of the final document, aligning it with UNICEF's mandate and the UN Sustainable Development Cooperation Framework (UNSDCF). This position is crucial for guiding UNICEF's programmatic interventions in Togo over the next five-year cycle, ensuring they are evidence-based, rights-focused, and responsive to the country's development needs and priorities for children.

Responsibilities

Under the supervision of the Deputy Representative and in close collaboration with the Programme team and the Planning, Monitoring and Evaluation (PME) Specialist, the consultant will provide technical support to the CPD development process. Key activities include conducting strategic analysis and literature reviews to support the synthesis of evidence for the CPD development. The consultant will coordinate and facilitate consultations with various stakeholders to gather input and ensure a participatory approach. They will provide support in the strategic formulation of the CPD, ensuring alignment with national priorities and UNICEF's global goals. Additionally, the consultant will assist in developing the results and resource framework for the CPD, defining clear objectives, indicators, and resource requirements. A significant part of the role involves drafting and ensuring the quality assurance of the CPD document, ensuring it is well-written, coherent, and meets all required standards. The consultant will also be responsible for managing the overall timeline and deliverables associated with the CPD development process.

Work Experience

At least 8 years of experience in strategic planning, public policy, or development cooperation. Demonstrated experience in developing national or institutional strategic documents. Experience working with UN agencies, government institutions, or development partners is required. Proven experience in facilitating workshops and participatory processes.
