Job Purpose
The Programme Officer (Sub-national Cluster Coordinator) will serve impartially to meet the needs of all WASH Cluster members, working closely with the national WASH Cluster Coordinator, Chief of Field Offices, OCHA focal points, and local government counterparts. The primary objective is to facilitate and support operational coordination of humanitarian and early recovery actions and plans among local WASH stakeholders at the oblast/region level. This role is crucial for ensuring effective and efficient response to WASH-related needs in the designated sub-national areas, contributing to the overall humanitarian efforts in Ukraine.
Responsibilities
Facilitate regular operational coordination meetings for the WASH Cluster, ensuring accurate minutes are taken and action points are followed up. Establish and maintain contact with relevant authorities, local civil society organizations, and other key actors at the regional and local levels. Ensure strong linkages with other sub-national cluster focal points, such as Health, CCCM/Shelter, and Education, to effectively track and communicate WASH-related gaps in institutions and establish referral mechanisms for WASH issues among cluster partners. Collaborate with the national coordination team to conduct regular analyses of needs and response data, identifying geographic and activity gaps, as well as emerging technical challenges. Ensure that identified needs and response gaps are addressed by cluster activities, while actively preventing overlap and duplication of efforts. Coordinate with humanitarian actors to secure commitments for responding to WASH emergencies and support the development and implementation of WASH strategies and plans.
Work Experience
A minimum of two years of relevant work experience is required in WASH (Water, Sanitation and Hygiene), emergency response, humanitarian coordination, cluster coordination, program management, monitoring and evaluation, emergency preparedness, capacity building, data analysis and reporting, partnership management, or contingency planning.
