Job Purpose

The consultant will support the government of Benin in strengthening the health system, community health, and WASH services to ensure access to essential services in vulnerable areas. The ACT-A – HEPR and WASH program aims to strengthen national systems, promote local ownership, and ensure the sustainability of interventions through the activation of community platforms and active relays. The consultant will be responsible for conducting documented benchmarking on the ACT-A – HEPR and WASH program in beneficiary health zones. This will involve detailed analysis, reporting, and providing recommendations to enhance program effectiveness and impact. The role requires strong analytical skills, experience in program evaluation, and the ability to produce clear, concise reports for decision-makers.

Responsibilities

Conduct documented benchmarking of the ACT-A – HEPR and WASH program in beneficiary health zones. This includes identifying key performance indicators, collecting and analyzing quantitative and qualitative data, and assessing program effectiveness against established benchmarks. Develop detailed analytical and synthetic reports for decision-makers, summarizing findings and providing actionable recommendations. Collaborate with national and local stakeholders to gather necessary information and ensure buy-in for program improvements. Support the strengthening of national health systems, community health, and WASH services by identifying best practices and areas for enhancement. Ensure the sustainability of interventions by evaluating the effectiveness of community platforms and active relays. Provide technical expertise in program evaluation, monitoring, and benchmarking, particularly in multi-component programs (immunization, WASH, emergency). Work closely with UNICEF and government counterparts to ensure alignment with national priorities and UNICEF's mandate. Contribute to the overall success of the ACT-A – HEPR and WASH program by providing evidence-based insights and recommendations for continuous improvement. Ensure timely delivery of all reports and deliverables as per the consultancy terms of reference.

Work Experience

At least 5 years of experience in evaluating, monitoring, or benchmarking large-scale health programs. Proven experience in public health or community development projects. Demonstrated experience in managing/evaluating multi-component programs (immunization, WASH, emergency).
