Job Purpose
The Deputy Representative, reporting to the Country Representative, plays a crucial role in the overall management of the UNICEF Country Office in Morocco. This position involves close coordination with programme sections to ensure the effective formulation, delivery, and results-based management of the country programme, aligning with UNICEF's Strategic Plans and accountability framework. The Deputy Representative is instrumental in leading and leveraging partnerships with public and private sectors to achieve results and uphold children's rights. In humanitarian contexts, they ensure timely and principled humanitarian action and advocacy, fulfilling UNICEF's Cluster Coordinator responsibilities where applicable. This role requires a strategic approach to programme development, monitoring, quality control, and fostering alliances within the UN System.
Responsibilities
The Deputy Representative is accountable for supporting the Country Representative in the overall management of the Country Office, ensuring effective coordination across all programme sections throughout the programme cycle, from formulation to delivery of results. This includes adherence to UNICEF's Strategic Plans, performance standards, and accountability framework, upholding ethics and integrity. A key function is to lead and leverage partnerships with public and private sectors to achieve programme results and advance children's rights. In humanitarian situations, the Deputy Representative is responsible for ensuring the timely, efficient, and principled delivery of humanitarian action and advocacy, in line with UNICEF's global policies. This includes fulfilling UNICEF's Cluster Coordinator responsibilities when clusters are activated. The role also encompasses CO programme planning and development, monitoring and quality control of programmes, fostering alliances and UN System coordination, engaging with the private sector, and promoting innovation, knowledge management, and capacity building within the office and among partners.
Work Experience
A minimum of eight years of professional development experience, including technical and managerial leadership in international development cooperation, with experience in a middle-income developing country context. Proven experience in strategic partnership, policy analysis, and system strengthening programming is essential.
