Job Purpose

The purpose of this consultancy is to support the implementation of the inter-agency PROSPECTS Opportunity Fund Project, "PROSPECTS 4 Youth: Unlocking youth engagement in education and employment opportunities in forced displacement contexts." This initiative, funded by the Government of the Netherlands through the PROSPECTS partnership, is jointly implemented by UNICEF, ILO, and UNHCR. The consultant will work under the supervision of the UNICEF Program Specialist, Adolescents and Youth – Migration, within the Humanitarian Action and Resilience Team. The role involves delivering project outcomes and outputs as outlined in the approved proposal, focusing on strengthening rights, access to services, and socio-economic opportunities for young people in forced displacement settings. The consultancy aims to establish and manage an Inter-Agency PROSPECTS4Youth Technical Facility and Intergenerational Network to provide integrated technical support to PROSPECTS countries.

Responsibilities

The consultant will jointly establish, lead, and manage an Inter-Agency PROSPECTS4Youth Technical Facility (P4YTF) and Intergenerational Network (P4YIGN) with youth focal points at ILO and UNHCR. These entities will provide integrated technical support to PROSPECTS countries, focusing on strengthening the realization of rights, access to services, and socio-economic opportunities for young people. The P4YTF and P4YIGN will foster effective youth engagement, participation, and leadership across all PROSPECTS pillars, with a specific emphasis on education and employment. The work will be structured around three streams: Link, Learn, and Localise, facilitating connections, knowledge sharing, technical expertise delivery, peer-to-peer learning, and capacity building for stakeholders to influence policy and deliver results by, with, and for young people. The consultancy will support the establishment and maintenance of these facilities and seek longer-term funding for their sustainability. The consultant will also collaborate closely with the supervisor, other team members in the Education and Humanitarian Action and Resilience Team, and PROSPECTS team members. Mentoring and support will be provided to GRYN or other Refugee Youth Led Organization partners involved in the "PROSPECTS 4 Youth" initiative.

Work Experience

15-18 years of relevant professional work experience in international development and humanitarian policy and practice.
