Job Purpose

The Programme Associate supports the respective section(s) by carrying out a range of programme support functions to help develop, implement, and monitor the country programme. This role ensures effective and timely delivery of programs consistent with UNICEF rules and regulations. The Associate works collaboratively with internal staff, external partners, and agency counterparts to support program design and delivery. They provide regular feedback on project status, monitor milestones, and advise on improvements to keep activities on track. This position is crucial for the efficient functioning of the program section, contributing to the achievement of UNICEF's mission for children.

Responsibilities

Facilitate the development of programme cooperation agreements (PCAs) by providing information and drafting selected sections. Ensure timely and accurate recording and administrative processing of government & NGO’s proposals and requests for direct cash transfers (DCTs). Conduct programme monitoring in UNICEF focus districts for cash and supplies, informing team members on the status. Assist in conducting regular spot checks of partners' projects to assess financial record-keeping, expenditure controls, and reporting systems. Monitor and track the efficient distribution of supplies essential for effective programme delivery. Support the programme section in researching, compiling, and analyzing qualitative and quantitative data from various sources relevant to the section's work to facilitate programme delivery and report preparation. Carry out transactions in VISION, ensuring programme results, activities, and coding align with annual work plans (AWPs) and making necessary amendments. Process grants and programme-related items in VISION, including registering grant allotments and tracking expiring grants. Prepare monitoring and reporting information for supervisors and the team on agreed performance indicators to enhance management and accountability. Regularly monitor section budgets and financial expenditures using applicable tools, ensuring compliance with UNICEF rules and regulations, and advising supervisors on actions needed. Assist in preparing periodic or ad-hoc financial reports for the country office and donors to optimize programme fund utilization. Support capacity development activities related to programme development by preparing training materials and participating in exercises.

Work Experience

A minimum of two years of relevant professional experience in programme support or a related field is required. Experience in programme monitoring, financial tracking, and data analysis is advantageous.
