Job Purpose
The consultancy aims to implement and monitor the "Aula Conectada" (Connected Classroom) program for the Ministry of Education in La Paz, Bolivia. This involves technical, operational, budgetary, financial, administrative, and monitoring activities. The consultant will focus on digital pedagogy, teacher empowerment, digital school networks, national connectivity standards, results-based approaches, equity, and digital governance. Key actions include technical implementation of the model, coordination with educational stakeholders, managing program guidelines within the Ministry, tracking connectivity with ENTEL, developing standards for educational platforms, coordinating digital pedagogy training, recommending best practices for internet use and online safety, and proposing a digital governance structure. The consultant will also update the conceptual note, integrate gender perspectives, manage administrative and execution resources, contribute to budgeting, support administrative tasks, track activities and resources, assist in operational and administrative control, coordinate logistics, and prepare reports.
Responsibilities
The consultant will be responsible for the integral execution of technical, operational, budgetary, financial, administrative, and monitoring activities for the "Aula Conectada" program. This includes implementing the model's technical aspects, coordinating with the Ministry of Education and educational actors, managing program guidelines, and tracking connectivity with ENTEL. The consultant will develop standards for educational platforms, coordinate digital pedagogy training for teachers and children, and provide recommendations on internet use, digital risks, and online safety. A key responsibility is to propose a structure for digital governance within the Ministry and the "Aula Conectada" program. The consultant will also update the conceptual note, identify and formulate recommendations for integrating gender into the program, and manage administrative and execution resources. This involves contributing to budget management, supporting administrative tasks, tracking activities and resources, assisting in operational and administrative control, coordinating logistics, and preparing administrative, financial-operational, and progress reports. The consultant will systematize administrative and technical backups, prepare a cost analysis of the model, and support the fulfillment of schedules and institutional commitments. Furthermore, the consultant will develop monitoring and reporting tools, propose indicators including gender variables, create monitoring matrices and data collection instruments, implement dashboards, systematize information, and prepare periodic technical progress reports. A contact database will be developed, and the consultant will contribute to updating monitoring indicators as needed.
Work Experience
Minimum of 5 years of professional experience in the implementation and monitoring of educational technology programs, preferably in collaboration with government ministries. Experience in project management, stakeholder coordination, and report writing is essential.
