Job Purpose

The purpose of this consultancy is to elaborate a national referral mechanism for victims of trafficking in Gabon. This involves consolidating existing operational procedures developed by UNODC and IOM into a single, user-friendly manual. The mechanism aims to enhance the identification, protection, and assistance for vulnerable migrants, including victims of trafficking, asylum seekers, unaccompanied minors, and returning Gabonese migrants. This initiative is crucial given Gabon's status as a destination and transit country for human trafficking and migrant smuggling, and the recent establishment of a national commission to combat these issues. The consultant will play a key role in ensuring a coordinated and effective response to protect vulnerable populations.

Responsibilities

The consultant will be responsible for reviewing and synthesizing existing Standard Operating Procedures (SOPs) and guidelines related to the identification and assistance of vulnerable migrants and victims of trafficking in Gabon. This includes documents developed by UNODC and IOM, as well as the national manual for child trafficking victims. The consultant will consolidate these into a single, comprehensive national referral mechanism manual. This will involve analyzing the collected documentation, organizing validation sessions with national counterparts, and potentially developing training materials based on the consolidated manual. The consultant will ensure the manual is practical, user-friendly, and facilitates coordination among governmental, non-governmental, and community actors involved in prevention, protection, and prosecution. The final output will be a consolidated manual that serves as a key reference for all stakeholders working to combat human trafficking and assist vulnerable migrants in Gabon, contributing to a strengthened national response.

Work Experience

Minimum of 5 years of professional experience in combating human trafficking, migrant smuggling, protection of vulnerable populations, or related fields. Experience in developing policy documents, operational procedures, or training manuals is highly desirable. Previous work with UN agencies or international organizations is an asset.
