Job Purpose
The consultant will support in strengthening ecosystem partnerships for youth livelihoods, including wage employment, self-employment, and entrepreneurship, to enable sustainable opportunities for young people at scale. This involves driving government engagement for the continued scale-up of YuWaah-supported livelihood models. The role also includes managing the identification and partnership-building for other new scalable wage employment, self-employment, and entrepreneurship models, primarily with government but also with other stakeholders, for their scale-up and sustainability. Additionally, the consultant will develop an outcome-based financing (OBF)/pay-by-results approach and facilitate related partnerships to strengthen livelihood outcomes within government systems at both select state and central levels.
Responsibilities
The consultant will be responsible for driving government engagement to scale up existing YuWaah-supported livelihood models. This includes identifying and building partnerships with government entities and other stakeholders for new, scalable wage employment, self-employment, and entrepreneurship models, ensuring their sustainability. A key responsibility will be the development and implementation of an outcome-based financing (OBF) or pay-by-results approach to enhance livelihood outcomes within government systems. This will involve working closely with central and state government departments, such as MoRD, NRLM/SRLMs, and MSDE. The consultant will manage large-scale rural development and livelihood programs, coordinating efforts across multiple partners and agencies. They will also contribute to policy engagement and strategic planning to foster an enabling environment for youth livelihoods. The role requires strong analytical skills to assess program effectiveness and identify areas for improvement, ensuring alignment with UNICEF's strategic objectives for youth empowerment and economic inclusion.
Work Experience
Minimum 10 years of experience in livelihoods/rural development programs, with at least 5 years of leadership and consulting experience in government partnerships or policy engagement.
