Job Purpose

The WASH & Construction Contracts Officer, under the guidance of the WASH Specialist, is responsible for overseeing construction and contract management functions to ensure the effective and timely delivery of WASH infrastructure projects in Lesotho. This role involves ensuring compliance with UNICEF rules and regulations, managing contractor performance, and supporting capacity building for local stakeholders. The officer will play a crucial role in coordinating with government agencies, community groups, and external partners to ensure seamless project implementation. The position requires diligent monitoring of project budgets, expenditures, and supply chain operations, including participation in procurement processes, to ensure efficient resource utilization and adherence to financial and procurement policies.

Responsibilities

Oversee the development, negotiation, and management of construction contracts, ensuring strict adherence to UNICEF standards and regulations. Conduct regular site visits to meticulously monitor construction progress, ensuring the highest quality and timeliness of project delivery. Provide essential training and support to local contractors and government counterparts to enhance their skills in construction management and WASH service delivery. Liaise effectively with government agencies, community groups, and external partners to ensure coordinated and successful implementation of WASH projects. Prepare comprehensive and regular progress reports, highlighting key achievements, challenges encountered, and providing actionable recommendations for improvements. Monitor project budgets and expenditures diligently, ensuring the efficient use of resources and strict compliance with financial regulations. Manage the supply chain operations for the country office, including participation and oversight of procurement processes by National Departments and Councils. Participate actively in tender evaluation and contracting processes, ensuring full compliance with UNICEF procurement policies, procedures, and standards. Ensure rigorous quality control of invoices and undertake site visits in collaboration with the WASH Officer to verify work progress and quality.

Work Experience

At least 2 years of relevant work experience in Water & Environmental Sanitation, Construction, contract management, construction management, water and sanitation, project monitoring, procurement, supply chain management, and quality control.
