National Individual Consultant for the Development of a Costed National Nutrition Strategy

Job Purpose
The consultant will be responsible for developing a Costed National Nutrition Strategy in Kigali, Rwanda. This involves a comprehensive review of existing policies, conducting a situational analysis, mapping stakeholders, and consulting with relevant parties. The consultant will lead the development of the strategic plan, including defining a results framework, costing the strategy, and outlining financing and resource mobilization approaches. Additionally, the role includes establishing an implementation and governance framework, and developing a monitoring, evaluation, and learning (MEL) system, along with a risk analysis. The consultancy is for a duration of 16 weeks.
Responsibilities
The consultant will undertake a thorough policy review and ensure strategic alignment with national priorities. A detailed situational analysis of the nutrition landscape will be conducted, followed by comprehensive stakeholder mapping and consultation to gather input and build consensus. The core responsibility involves the development of the National Nutrition Strategic Plan, including the creation of a robust results framework. This will be followed by the critical task of costing the strategic plan to ensure financial feasibility. The consultant will also identify potential financing sources and develop resource mobilization strategies. Furthermore, the consultant will design an effective implementation and governance framework, and establish a comprehensive monitoring, evaluation, and learning (MEL) system. Finally, a thorough risk analysis will be performed to anticipate and mitigate potential challenges during the strategy's implementation.
Work Experience
Minimum of seven years of professional experience in nutrition policy, health financing, and multisectoral program design, combined with strong analytical and costing skills. Proven experience in developing national strategies, technical reports, policy briefs, strategic plans, and guidelines. Experience in stakeholder engagement, facilitation of workshops, and capacity-building activities. Proven experience in conducting quantitative or qualitative research.
