Job Purpose
The purpose of this position is to provide leadership and oversight management to UNICEF's supply financing tools, aiming to ensure the timely availability of affordable essential supplies for children worldwide. This involves addressing challenges like funding delays and market constraints that lead to commodity stockouts. The role will lead the deployment of pre-financing interventions to bridge short-term funding gaps and risk financing to improve access and market dynamics for critical essential commodities. The Senior Manager will oversee UNICEF’s primary tool for supply pre-financing, the Vaccine Independence Initiative (VII), and other financing interventions to enhance access to vaccines and non-immunization commodities.
Responsibilities
The Senior Manager (Supply Financing) will provide strategic leadership for the Vaccine Independence Initiative (VII) and other financing tools. This includes advancing the professionalization and sustainability of VII through robust risk management processes. The role involves leading efforts to expand VII and other bridge financing tools, both internally and externally, to improve operational timeliness for essential commodities, enhance market dynamics, and support domestic resource mobilization. The Senior Manager will identify opportunities for financing interventions by engaging with UNICEF business units and external partners, and originate transactions using VII, including negotiating terms with countries and suppliers. Developing and implementing smart risk management strategies, including recovery efforts to protect VII's capital base, is crucial. The position will oversee and monitor capital base utilization for optimized financing and reporting, manage a team responsible for transaction execution and risk management, and forecast demand for pre-financing interventions. Coordination of the underwriting process, financial management of country subscriptions, and ensuring compliance with UNICEF financial regulations are key responsibilities. Providing technical advice, designing improved operational processes, and leading resource mobilization activities with donors and financing partners are also integral to the role.
Work Experience
At least 10 years of progressively responsible managerial experience in complex operations involving planning and operation of financing initiatives and tools, such as loan facilities, revolving funds, credit facilities, sovereign financing, and/or other supply financing instruments. Demonstrated experience in markets, market dynamics, and/or analysis for health supplies.
