Job Purpose

The Department of Basic Education (DBE) in South Africa, through its Education Management Information System (EMIS), is responsible for collecting, managing, analyzing, and disseminating high-quality education data to support planning, policy development, and decision-making. The Learner Unit Record Information and Tracking System (LURITS) is a key component for reporting learner and educator data. While progress has been made, there is a significant opportunity to enhance the analysis, interpretation, and utilization of EMIS data to generate actionable insights that inform policy and improve education outcomes. This consultancy aims to provide technical support to UNICEF to strengthen data analytics, reporting, and knowledge-generation functions within EMIS, maximizing the value of existing education data assets.

Responsibilities

The National Consultant - EMIS Data Analyst will support the Department of Basic Education (DBE) in South Africa to enhance its Education Management Information System (EMIS) data capabilities. This will involve strengthening data analytics, reporting, and knowledge-generation functions to maximize the value of existing education data assets. The consultant will work with large datasets, conduct statistical analysis, and contribute to the interpretation and utilization of EMIS data to generate actionable insights. Key tasks will include supporting the analysis and dissemination of education-related data, potentially involving the Learner Unit Record Information and Tracking System (LURITS). The consultant will also be expected to contribute to improving the overall quality and usability of education statistics and information for planning, monitoring, and reporting purposes. This role requires strong skills in data analysis, statistical packages, databases, and spreadsheets, as well as an understanding of the education system and legislative framework. Experience in handling sensitive data and POPIA compliance processes is also important.

Work Experience

At least 8 years of relevant experience in data or statistical analysis, Social Science research. Proven ability to work with large datasets and disseminate education-related data. Experience in handling sensitive data and POPIA compliance processes is also required.
