International Consultant to Support the Introduction of Child Rights Impact Assessment (CRIA) at Municipal Level and Empowering Children as Rights Holders

Job Purpose
The purpose of this international consultancy is to provide high-level technical guidance to UNICEF Georgia's initiatives aimed at strengthening child-rights-based governance and accountability at the municipal level. This involves developing and piloting a context-tailored Child Rights Impact Assessment (CRIA) mechanism to enhance the capacity of duty bearers in decision-making. Concurrently, the consultancy will focus on developing child rights training materials and contributing to training of trainers (ToT) to empower children as rights holders and agents of change. The ultimate goal is to ensure children are informed, empowered, and capable of meaningful participation in decisions affecting their lives, thereby contributing to the effective implementation of the child rights framework at both institutional and community levels.
Responsibilities
Provide expert technical guidance on the development and piloting of a context-tailored Child Rights Impact Assessment (CRIA) mechanism at the municipal level in Georgia. This includes reviewing international best practices, developing a draft concept, and refining the CRIA model with tools, templates, and clear guidance on roles, procedures, and timelines. Lead awareness-raising activities and conduct in-person trainings for municipal authorities, followed by mentoring during the CRIA pilot phase for selected programmes and/or services. Analyze lessons learned from the pilot to develop recommendations for full-scale CRIA implementation. Additionally, develop child rights training materials and contribute to the training of trainers (ToT) to empower children as rights holders. Ensure that training content is age-appropriate and accessible, fostering children's understanding of their rights and their ability to participate in decisions affecting them. Collaborate with national partners, such as the National Association of Municipal Authorities of Georgia (NALAG) and Caucasus University, to achieve project objectives. Monitor and report on progress, challenges, and outcomes of the consultancy.
Work Experience
A minimum of 7 years of professional experience in child rights, child protection, governance, or related fields. Proven experience in developing and implementing impact assessment mechanisms or similar policy analysis tools. Experience working with local government authorities and civil society organizations is highly desirable.
