Job Purpose
The Operations Officer will lead and be accountable for operations functions, driving change and providing risk-informed, solution-focused analysis, advice, and services. This role is critical in supporting programme and management decision-making to achieve tangible results for children, particularly within Ethiopia's complex operational landscape. The position requires a proactive approach to operational excellence, resource management, risk mitigation, and system optimization to ensure UNICEF's effectiveness and efficiency in delivering on its mandate for children.
Responsibilities
The Operations Officer is responsible for implementing people resources strategies to foster technical competence, career progression, and retention, creating an environment of management excellence, staff well-being, accessibility, and inclusion. This includes implementing solutions for people management and office culture, supporting training strategies, and staying updated on management and finance best practices. The role champions strategic resource utilization for organizational goals and Value for Money (VfM), ensuring effective resource identification and use in areas like eco-efficiency, common premises, costing, and financial monitoring. It involves supporting financial oversight, budget monitoring, and reporting for country and private sector fundraising budgets, as well as implementing the office's supply plan. Enhancing risk management is key, supporting risk-informed operational and programmatic decisions, participating in business continuity plan testing, and supporting the implementation of anti-fraud systems and due diligence for external partners. The officer will also contribute to operational centralization and optimization for efficiency gains, participating in process reviews, recommending cost-saving measures, and improving IT-enabled business processes to enhance productivity and collaboration. Contributions to CPMP and strengthening internal and external partnerships are also expected.
Work Experience
A minimum of two years of relevant professional experience in operations management, finance, administration, or a related area is required. Experience in a humanitarian or development context is an asset.
