Job Purpose
The consultant will provide essential technical support to UNICEF Algeria throughout the critical development phase of the Country Programme Document (CPD) for 2028–2032. This role is pivotal in ensuring the CPD aligns with UNICEF's strategic objectives and operational procedures. The consultant will collaborate closely with internal programme and operations teams, external government counterparts, the UNICEF Regional Office, and other key stakeholders. Their primary responsibility will be to guide and facilitate the CPD development process, ensuring adherence to UNICEF's Country Programme Procedure, Country Programme Planning Guidance, the CPD roadmap, and all relevant corporate guidance. This position is crucial for shaping UNICEF's future engagement and impact in Algeria for children.
Responsibilities
Provide technical expertise and strategic guidance to UNICEF Algeria in the development of the Country Programme Document (CPD) 2028–2032. Support the Country Office in aligning the CPD with UNICEF's global strategies, policies, and procedures, including the Country Programme Planning Guidance and Rights and Results Programming (RRP). Facilitate consultations and engage with programme and operations teams, government counterparts, the Regional Office, and other stakeholders to gather input and ensure consensus. Lead the drafting of key CPD components, including the theory of change, results framework, and strategic programme documents, ensuring they are evidence-based and actionable. Synthesize diverse inputs and data to develop high-quality, coherent strategic documents. Organize and facilitate strategic planning workshops and multi-stakeholder consultations to foster collaboration and ownership. Ensure all documentation is prepared in accordance with corporate standards and deadlines. Provide direct support in the development of related documentation, such as the results framework and other supporting materials. Contribute to the overall planning, monitoring, and evaluation framework for the new country programme. Ensure the CPD reflects the specific context and needs of children in Algeria, with a focus on the most disadvantaged.
Work Experience
At least 10 years of relevant professional experience in strategic planning, programme design, results-based management, monitoring and evaluation, or international development. Demonstrated experience in developing UNICEF or UN Country Programme Documents (CPDs) or similar strategic planning processes. Proven experience in developing theories of change and results frameworks.
