Job Purpose

The Advocacy and Communications Specialist will drive the development and implementation of effective, integrated advocacy and communication strategies to advance children's rights in the Philippines. This role involves collaborating with internal teams and external partners to influence policy and practice, and secure political and financial commitments for children. The specialist will analyze trends, identify opportunities and challenges, and propose innovative approaches. Key responsibilities include developing and executing advocacy strategies, designing and delivering communication plans, managing digital communications and media relations, and monitoring and evaluating the effectiveness of these efforts. The role also entails managing projects and budgets, building internal capacities, and fostering strategic partnerships to achieve UNICEF's goals for children.

Responsibilities

Develop and implement robust advocacy strategies with clear outcomes, compelling calls to action, and a defined theory of change, analyzing political, economic, and cultural trends to identify advocacy opportunities and challenges. Propose innovative approaches and new ideas for strategy development. Coordinate the execution of advocacy plans through various tactics, including creating advocacy briefs, narratives, and creative activations for public engagement. Manage media relations by building and maintaining strong relationships with journalists across print, TV, radio, and web platforms. Design and deliver effective communication plans to support advocacy aims and mobilize public and private support for children's causes. Oversee digital communications, including conceptualization, budgeting, planning, execution, content creation, and monitoring of digital initiatives and integrated campaigns. Establish baselines for advocacy and communication M&E, analyze strategy effectiveness, and disseminate results regularly. Coordinate project teams and manage day-to-day delivery of strategic initiatives, ensuring progress, addressing obstacles, and ensuring the effective and transparent use of budgets and resources. Contribute to building internal UNICEF capacities in advocacy and communication through coaching, training, and knowledge sharing. Identify, build, and maintain advocacy partnerships and networks through proactive collaboration with strategic internal and external partners.

Work Experience

At least two years of professional experience in advocacy, communications, public relations, or a related field. Experience in developing and implementing advocacy and communication strategies is essential. Experience working with media and digital platforms is desirable.
