Organizational Context
UNICEF, in partnership with the Ministry of Education in Bolivia, seeks to enhance the educational curriculum. This consultancy aims to integrate the prevention of violence, protection approaches, and Comprehensive Sexuality Education (EIS) across all educational levels, aligning with national and international standards for child well-being and education.
Job Purpose
The purpose of this consultancy is to provide specialized technical assistance to the UEGG (General Education Directorate) for the revision, evaluation, and updating of the educational curriculum. This update will focus on the transversal integration of violence prevention, protection approaches, and Comprehensive Sexuality Education (EIS). The work will be conducted in accordance with the guidelines of the Ministry of Education and international commitments to education. The consultant will assess current curricula, identify integration points for these critical themes, and support the development of updated content, competencies, and methodological guidance. The ultimate goal is to ensure the curriculum effectively promotes child protection, gender equality, peaceful coexistence, and comprehensive sexual education, contributing to a safer and more inclusive learning environment for all children and adolescents.
Responsibilities
The consultant will be responsible for conducting a thorough evaluation of current study plans and programs across initial, primary, and secondary education levels to identify strengths, gaps, and opportunities for integrating violence prevention, risk factors, child and adolescent protection, peaceful coexistence, gender equality, and EIS. This includes identifying the most relevant curricular spaces for the transversal incorporation of these approaches. The consultant will provide technical advice for the revision and updating of curricular content, learning competencies, objectives, and methodological orientations, ensuring coherence with rights-based, protection, inclusion, violence prevention, and comprehensive education approaches. A key responsibility is to design a technical proposal for content, competencies, and learning indicators for the transversal integration of violence prevention and risk factors across different curricular areas and educational levels. Furthermore, the consultant will develop recommendations and guidelines for the effective inclusion of protection, violence prevention, and EIS within the new Educational Law framework, identifying necessary curricular, pedagogical, and institutional adjustments for sustainable integration. Finally, the consultant will facilitate consultation, review, and validation spaces with technical teams and key stakeholders, incorporating feedback to strengthen the final proposal.
Work Experience
Minimum of 5 years of professional experience in curriculum development, educational policy analysis, or program implementation in the education sector. Proven experience in integrating cross-cutting themes such as violence prevention, child protection, gender equality, or comprehensive sexuality education into educational frameworks.
