Job Purpose
The consultancy will provide specialized technical assistance to the Unit for Gender and Generational Equity (UEGG) and the General Directorate of Teacher Training to strengthen the institutional framework for preventing and responding to violence affecting children and adolescents (C&A) in the educational environment. This assistance will support the country's evaluation process within the framework of the Safe to Learn Call to Action, aiming to analyze the extent to which national systems and mechanisms for preventing, detecting, attending, and responding to violence in schools, their surroundings, and digital spaces exist, function, and are articulated. The consultancy will involve reviewing and analyzing current national regulations, management instruments, and existing protocols related to the protection of C&A, identifying strengths, gaps, and opportunities for improvement in violence prevention and response mechanisms, and developing updated technical instruments to enhance the educational system's capacity to ensure safe, inclusive, and protective environments.
Responsibilities
The consultancy will include the following activities: Analysis of information and support for the Safe to Learn evaluation process. Review national regulations, institutional guidelines, current protocols, constitutional rulings, and international standards for the protection of C&A. Analyze results, evidence, and available information related to the prevention and response to violence in the educational sphere. Identify institutional gaps, challenges, and opportunities for strengthening. Provide technical inputs, within the framework of the Safe to Learn initiative, for the evaluation of the existence and functioning of national systems. Develop a technical document including prevention guidelines in the educational field with a focus on rights, gender, equality, inclusion, and comprehensive protection. Review and update protocols for hierarchical violence, peer violence, drug use and possession, and guidelines for school coexistence plans. Formulate orientations for educational unit internal regulations, an adaptable reference model for each school context, and a disciplinary procedure for students establishing responsibilities, action stages, and guarantees for the respect of due process and the rights of children and adolescents.
Work Experience
Minimum of 5 years of relevant professional experience in child protection, education, gender, or a related field. Experience working with government institutions and international organizations is desirable.
