Job Purpose
The consultant will reconstruct and analyze the relationship between fundamental learning trajectories, the implementation of educational policies, and the allocation of public budgets in Peru between 2015 and 2025. This analysis will generate a high-level analytical tool for advocacy and political influence, aimed at decision-making, budget protection for priority interventions, and educational equity. The role requires a highly specialized profile in applied research, learning outcomes, and public finance, with experience in strategic analysis for advocacy and influence processes. An independent perspective is crucial to ensure objectivity and facilitate the incorporation of national and international comparative experiences and evidence. Due to the specialized nature and dedication required for the deliverables, an external consultancy is necessary.
Responsibilities
The Office of Learning Quality Measurement (UMC) of the Ministry of Education (MINEDU) leads the official learning achievement assessment system in Basic Education. Over the last decade (2015-2025), this system has evolved from the Census Student Assessment (ECE) to the consolidation of the National Learning Achievement Assessment (ENLA). In 2007, the ECE began by assessing Reading and Mathematics in the 2nd grade of primary school, early on incorporating assessment in indigenous languages for Intercultural Bilingual Education (EIB) schools. Starting in 2015, the system strategically expanded its reach to the 2nd grade of secondary education and gradually incorporated new competencies (Writing, Science and Technology, and Science). The consultant will be responsible for analyzing the evolution of these assessments, their alignment with educational policies, and the corresponding budget allocations. This includes identifying trends in learning outcomes, evaluating the effectiveness of policy implementation, and assessing the impact of public investment on educational equity. The consultant will produce analytical reports and policy briefs to support advocacy efforts and inform decision-making processes within the Ministry of Education and other relevant stakeholders.
Work Experience
Minimum of 5 years of experience in applied research, educational policy analysis, and public finance, with a focus on learning outcomes. Proven experience in data analysis, report writing, and advocacy.
