Senior Economic and Public Finance National/International Consultant: Debt and Social Sector Financing

Job Purpose
The purpose of this consultancy is to conduct a high-level economic and public finance analysis focusing on debt dynamics, fiscal adjustment, external financing pressures, and social sector financing in Ethiopia. This analysis will specifically examine the implications for children and future human capital development. UNICEF is engaged in a global initiative to enhance understanding of how debt, fiscal pressures, development financing, and macroeconomic reforms impact investments in children and human capital. This work aims to generate evidence and policy analysis to inform national and international discussions on sustainable development financing, fiscal space, and the protection of essential social sector investments, recognizing the critical link between economic policies and child well-being.
Responsibilities
The consultant will conduct a comprehensive analysis of the interrelationships between debt dynamics, public finance management, macroeconomic reforms, and social sector financing in Ethiopia. Special attention will be given to the interplay between debt dynamics, external financing, exchange-rate reform, and social sector financing. This assignment will integrate empirical analysis, political economy analysis, and policy reform analysis to identify key drivers, constraints, and opportunities for safeguarding and strengthening investments in children. The resulting analysis is intended to support evidence-informed policy dialogue, contribute to national discussions on public finance and development financing, and generate lessons relevant to broader international discussions on debt, fiscal policy, and child outcomes. The consultant will produce policy-relevant analytical products and recommendations for senior decision-makers on public finance, debt, fiscal reform, economic governance, social sector financing, or related areas.
Work Experience
Minimum of 10 years of progressively responsible experience in economics, public finance management, fiscal policy, debt management, macroeconomic analysis, political economy, development financing, or related fields. Demonstrated experience in leading high-level analytical work or policy advisory assignments is required.
