Job Purpose
The purpose of this technical assistance is to strengthen UNICEF's work in Public Finance for Children (PF4C) and Innovative Finance for Children (IF4C) by generating evidence, specialized technical analysis, and strategic support to improve the efficiency, equity, and transparency of public spending and increase available funding for children in the Dominican Republic. The consultancy will ensure that UNICEF's analytical and advocacy interventions in child financing are based on robust evidence, innovative methodologies, and strategic partnerships to effectively influence the fiscal and budgetary policy cycle.
Responsibilities
The technical assistance will: - Strengthen technical analysis in PF4C, supporting the identification, measurement, and evaluation of public spending directed at children, as well as the development of strategic products like the Budget Brief and the public investment in childhood report. - Drive the Innovative Finance for Children (IF4C) agenda, contributing to the identification of alternative financing mechanisms for child-focused programs, the development of strategic proposals, and articulation with key actors in the public, private, and academic sectors. - Contribute to the development of tools and prospective analyses to develop public investment scenarios for children. - Support the development and application of innovative tools, including the strengthening of the AI-based automatic child spending tagger, ensuring its methodological improvement, validation, and use for decision-making. - Generate analytical evidence on the impact of economic policies and fiscal reforms on children, contributing to informing decision-making processes and institutional positioning. - Support the formation of strategic alliances with universities and research centers to strengthen national capacities, foster knowledge production, and ensure the sustainability of the child financing agenda.
Work Experience
Minimum 7 years in public finance, budget analysis, and social policies. Experience in PF4C, econometric or microsimulation models, fiscal policy analysis, and analysis with a child and adolescent focus is also required. Experience working with international organizations is necessary.
