Job Purpose
The consultant will provide specialized technical assistance to UNICEF and involved public institutions for the implementation of the Public Policy for Integral Development of Early Childhood (PPDIPI). This includes developing tools and instruments to strengthen the implementation of services within the care route for integral early childhood development. The role also involves supporting the development of a project profile related to 'Innovative Financing', ensuring alignment with strategic guidelines and prioritized products. The objective is to enhance the operational management of early childhood development services and contribute to innovative financing proposals.
Responsibilities
Provide specialized technical assistance to UNICEF and public institutions in applying Results-Based Management approaches for implementing the early childhood development care route's theory of change/logical model. Accompany UNICEF in validation meetings with public institutions and technical teams to validate prioritized products and quality standards. Develop methodological guidelines for identifying key processes, critical inputs, and bottlenecks in the operational management of PPDIPI services. Identify existing data to improve operational management, including points of attention, socioeconomic information, supply chain flows, and population prioritization. Assist UNICEF and the Ministry of Public Health and Social Assistance (MSPAS) in developing an 'Innovative Financing' project profile, defining prioritized products, goals, results framework, and identifying national and cooperation resources. This involves validating prioritized products, developing operational management tools, and supporting the preparation of a project profile for innovative financing.
Work Experience
A minimum of 5 years of relevant professional experience in programme management, policy implementation, or technical assistance, preferably in early childhood development or related sectors. Experience with Results-Based Management frameworks and innovative financing mechanisms is highly desirable.
